Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to load and unload wheeled or tracked crane.

It includes inspecting the worksite, unloading and loading crane from and onto float, and securing crane prior to travel in accordance with licence and/or permit requirements and regulations.

Work is performed under general supervision, with duty of care responsibility for self and others in achieving the prescribed outcomes.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria

Inspect site 

1.1 

Site access and exit routes are identified

Site hazards are identified and required action is taken to minimise, control or eliminate identified hazards

Loading and unloading area is selected based on assessment of worksite requirements, physical conditions, proximity to job and safety of operations

Unload and load crane from and onto float 

2.1 

Vehicle is inspected and checked prior to unloading and loading

2.2 

Pre-operational checks are conducted in accordance with manufacturer instructions and workplace procedures

2.3 

Float is positioned on site in designated loading and unloading area noting ground conditions, and potential and identified site hazards

2.4 

Lashings, chains, stabilisers and chocks are safely removed, and correctly stowed and secured in designated areas

2.5 

Loading ramps are secured

2.6 

Crane is driven on and off float ensuring no injury to personnel or damage to equipment and site

Crane is stabilised, shut down and secured

Secure crane for travel

Weight and dimensions of crane are established and compared to carrying capacity of vehicle

Crane is correctly positioned on float

Crane is secured using appropriate securing equipment and is shackled to anchorage points in accordance with workplace and float securing system and manufacturer specifications

Securing equipment is tightened to ensure security during travel

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • applying precautions and required action to minimise, control or eliminate identified hazards
  • applying relevant legislation and workplace procedures
  • interpreting and following operational instructions and prioritising work
  • modifying activities depending on operational contingencies, risk situations and environments
  • operating and adapting to differences in equipment in accordance with workplace procedures
  • reading and interpreting relevant instructions, procedures, information and signs
  • reporting and/or rectifying identified problems promptly in accordance with regulatory requirements and workplace procedures
  • selecting and using required personal protective equipment (PPE) conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards
  • working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • application of relevant agreements, codes of practice and other legislative requirements
  • guidelines relating to the safe use of machinery and equipment
  • hazard management consistent with the principle of hierarchy of control with elimination, substitution, isolation, and engineering control measures being selected before safe working practices and PPE
  • high-risk work licence requirements
  • identification and correct use of equipment, processes and procedures related to loading and unloading wheeled or tracked cranes
  • load restraint guide requirements
  • mobile crane applications, capacities, configurations, safety hazards and control mechanisms
  • operational procedures for crane crews
  • operational work systems and equipment
  • procedures for prioritising and multi-tasking work
  • relevant road rules, regulations, permit and licence requirements for mobile crane operation
  • wheeled or tracked mobile crane applications, capacities, configurations, safety hazards and control mechanisms
  • workplace procedures for loading and unloading wheeled or tracked cranes
  • workplace procedures for planning mobile crane jobs and setting up work areas.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, equipment and PPE currently used in industry.
  • applicable documentation, including legislation, regulations, national Load Restraint Guide, codes of practice, workplace procedures and operation manuals.
